As is pointed out by the Council for Science and Technology Policy, research and development pertaining to information infrastructure is one of today’s top priorities. Against the backdrop of increasingly fierce international competition and new technological trends, along with consequent social changes, it is clear that two areas hold keys to social development in the first half of the 21st century: information network technology and new media. In this environment, we are faced with the task of developing new technologies and industries, and also crucially, human resources of international caliber. We need to build a nation with an intellectual presence visible on the world stage. In order to better respond to these social and academic needs, it will no longer be sufficient to promote individual research in the conventional framework of “pure" and “applied" sciences. What is required is to establish research and training institutions that promote efficiently the kind of research and development new-generation businesses will need. It is now necessary to actively implement, in tandem with the business sector, human resource building, globalization and creation of new industries etc., and the Ubiquitous Networked Media Computing is a particularly crucial concept in this context. The formation of this COE is a response to this need. We consider it a mission given to us, as a renowned institution that possesses the required human resources, facilities and outstanding record of achievements in the realm of research.
